At the very outset of this essay, I must invite clear, the distinction between the State and the Civil Society. The State is the unequivocal overarching authority that commands an army, and ensures the codification and enforcement of law and order in a given region. The Civil Society is any extraneous base of individuals that pursue their interests through organizations such as the NGOs, the press, newspapers, and trade unions. So what is this whole notion moderate peoples freedom of expression? This terminal figure implies a situation in which the State puts a fit out on Civil Society, dis totallyowing it from expressing its feelings, opinions and motives publicly. Note and so, that the very concept of curbing freedom of speech entails the unsaid notion that some people are, morally and intellectually, better equipped to decide which kind of ideas and opinions must be circulated among the people residing in a particular region. It hence elevates a certain class of people to a presage status, whereby they alone can make distinctions between right and rail at.
